When can't a GTLD domain be transferred?

A gTLD domain cannot be transferred after it has expired. It also cannot be transferred for the first 60 days after creation. Any attempt to transfer the domain during this time will fail.

This 60 day 'no touch' period also applies after a domain is transferred.
